Abstract

A smart city is an urban development vision to integrate Internet of Things (IOT) and information and communication technology (ICT) in a secure fashion to manage city’s assets. These assets include local department’s information systems, schools, libraries, transportation system, hospitals, power plants, water supply networks, waste management, law enforcement, and other community services. A standard framework for smarter cities is proposed in this paper, so that a smart city is more prepared to respond to challenges than one with simple “transactional” relationship with its citizens. The proposed framework consists of three major layers- sensor connectivity and network layer, management service layer and the application layer. A maturity model is also proposed consisting of five levels- Ad hoc, committed, implemented, measured and sustained. This framework helps in understanding the present level of a city and provides a road map to go to the next level.
